When measuring expansion tank air pressure the boiler pressure must be at zero - which really means you will need to shut down the heating system, cool it, and drain all pressure off of the system before measuring expansion tank pressure, or you need to measure the expansion tank's air pre-charge pressure before the tank is installed.
